A language (such as Pascal, Ada, APL, OR Prolog) that, though ostensibly general-purpose, is designed so as to enfORce an authOR' s theORy of "right programming" even though said theORy is demonstrably inadequate fOR systems hacking OR even vanilla general-purpose programming.
